Board Members

The Board of Education for the Gilpin County School District is a five-member, elected group of volunteer parents and community members.

Board President

Board of Education President Craig Holmes was appointed to the Board in 2007.  His current term end in November 2019, concluding 12 years of service to the Gilpin school community.  Mr. Holmes has been President of the Board since 2009.  He also serves as a twelve-year member of the Gilpin Education Foundation Board, serving as president.  Mr. Holmes has served on the Gilpin County Little League Board.  He is an officer in the Central City Elks 557 and a member of the Daylight Masonic Lodge in Wolforth, Texas.  He and his wife of 35 years have two children in school, Courtney and Chad.  Mr. Holmes has worked in the retail convenience store industry for 40 years.  He is a Regional Operations Director at Circle K.

Steve Boulter

Board Vice President

Board of Education Vice President Steve Boulter has been a member since 2013.  He also represents Gilpin County School District RE-1 on the Mt. Evans BOCES Board in conjunction with Clear Creek and Latte Canyon School Districts.  Mr. Boulter is a twenty-seven year member of the Central City Elks Lodge 557.  He and his wife Lisa, celebrated twenty-three years of marriage.  The have three children.  Their eldest son Chase graduated from Gilpin County School District RE-1 in 2016 and currently attends the Colorado School of Mines in Golden.  Their other two sons, Austin and Blake, attend Gilpin County School District RE-1.  For the past twenty-five years Mr. and Mrs. Boulter have operated the family-owned Dostal Alley Brewpub and Casino.  Mr. Boulter holds the oldest active gaming license in the State of Colorado.  He has sat on many local Gilpin Boards over the years including:

  • Mountain Youth Football for ten years
  • Gilpin County Senior Living for three years
  • Central City Business District for six years
  • President Central City Fire Department for two years
  • Gilpin Little League for eight years

Sarah Swanson

Sarah Swanson

Board Secretary and Treasurer

Sarah Swanson, Board Secretary/Treasurer, was elected to the Board November 2017 (2017-2021).  Since moving to Gilpin County in 2011, she has dedicated much of her free time to supporting various community non-profits.  She has served as the President of the Board of Directors for Eagles Nest Early Learning Center from 2012-2015.  She is also a volunteer Scouts of Colorado and a classroom volunteer for Junior Achievement.  She is also a volunteer coach for youth soccer, basketball, and baseball through the Gilpin county Recreation Center.  Sarah and her husband have two children in the Gilpin County Elementary School.  Sarah is a professional fundraiser with over 15 years of experience.  As an independent consultant she supports nonprofits with all areas of fundraising including: annual giving, major gifts, corporate and foundation grant writing, volunteer management, capital campaigns, and event planning.  Sarah has a BA in Journalism from the University of Oregon and a MA in Intercultural Relations from Lesley University.

Kersten Armstrong

Kersten Armstrong

Board Member at Large

Kersten Armstrong was initially appointed to the Gilpin County School Board of Education in February 2011 as a Member at Large. She was then elected to the Board of Education in 2011. She is currently serving her second four year term on the Board of Education. She was active on the District Accountability Committee as Vice-Chairperson and Chairperson from 2007 until her appointment to the Board of Education. She and her husband, Kevin, moved to Gilpin County in 2004 from Jefferson County. Their youngest daughter, Katelyn, began her school career with Gilpin County School District in 2005. They have two grown daughters and four grandchildren. Kersten has over 30 years of municipal court experience in the field of judicial administration.

Brooke Ramsey

Brook Ramsey

Board Member at Large

Brook Ramsey was elected to the Board of Education in 2009 and has lived in Gilpin County for 31 years.  She is a Member at Large of the Board of Education.  she has five children ranging in age from 10 to 23, including two children currently enrolled in the District and three graduates of the District.  Ms. Ramsey is also a graduate of Gilpin County High School.  She is a certified massage therapist practicing in Gilpin County and also coaches high school and middle school girls' basketball at Gilpin County School.​
