The mission of the Gilpin County School District is to provide a positive, caring culture in a safe environment that is focused on academic excellence.

Recruit and Retain the Best and Brightest Effective Teachers

  • Developed and implemented Teacher Effectiveness Evaluation with 50/50 teacher performance and student achievement/growth
  • Increased Teacher Base Salary from $31,473 to $32,476 (+$1,003).
  • Board-provided individual employee premium for health, dental, and
  • All employees received an annual pay increase the past three years. The teacher salary increase over the three-year period averages $4500.

Upgrade and Expand Technology

  • Fiber Optic Internet connection increased to 100 megabits per second (mbps) upload and download speed which is within the guidelines of federal ED-Connect plan of 100 mbps speed for every 1000 users. Broadband internet connectivity increased from 4 to 100
  • One-to-One Chromebook Initiative for students in grades 6 through 12
  • Classroom Chromebooks for all students in grades 3, 4 and 5
  • Chrome Book carts for students in grades K, 1, and 2
  • Secondary and Elementary Libraries upgraded to Information Literacy Centers by adding Aspen Cat inter-library loan with hard copy and electronic books, adding EBSCO electronic database for K-12 student research, and updating periodical and fiction book
  • Technology complete reconfiguration with infrastructure replacement and upgrade
  • Wireless network upgrade and telephone software program upgrade

Expand Security and Safety

  • Gilpin County Sheriff Deputy on campus as School Resource Officer when students are present
  • Emergency Call Buttons to Sheriff installed
  • Balusters installed at the Atrium exterior doors
  • Exterior lighting expanded and upgraded
  • Safety film applied to ground level windows and glass doors
  • Initiated Volunteer Application Process that includes background check
  • Revised Emergency Plan Procedures and upgraded to Standard Response Protocol

Student Facilities and Transportation

  • Multi-purpose room (MPR) roof replaced
  • Heat tape installed for ice mitigation at main entrance
  • Marquee upgraded/replaced
  • Water tanks fire suppression water level sensors replaced/ upgraded
  • Electricity improvements to indoor and outdoor concession stands
  • Elementary windows replaced and upgraded
  • North parking area created between Cabin and Bus Barn
  • Student north parking area expanded in front of Bus Barn
  • South parking lot expanded with paving pending
  • Funds generated for transportation fuel, maintenance, and operation costs
  • Purchased 2 busses and a mini-bus for student athletics and activities
  • Automated bleachers and refinished floor in main gym

Student Achievement


  • Colorado Department of Education (CDE) has accredited the District. Both the elementary and secondary schools earned “Performance,” the highest accreditation awarded a school by CDE.
  • Ranked 14 out of 106 Colorado school districts by School ranks 136,000 public school districts across the country to empower parents to make informed school choice decisions.


  • The Gilpin ACT Composite is 8. Colorado ACT average is 20.6.
  • Grade 3-9 students who met or exceeded expectations at or above the state average did so on 11 of 18 tests on the Colorado state-wide

City of Black Hawk Educational Enhancement Tax

Since 2008, the residents of Black Hawk have supported students at the school with the Educational Enhancement Tax. The 1.5% sales tax on lodging, food, and beverage has been dedicated to students. These funds are earmarked for student impact and benefit. The funds have been used to:

  • Reduced class sizes by adding teaching positions to grades 2, 3, 4, 5, and Montessori Lower Elementary (grades 1, 2, and 3 combination class)
  • Provided a secondary English/Social Studies teacher who was added to reduce class sizes and provide additional classes in Social Studies
  • Expanded traditional preschool by adding a teacher and additional classroom
  • Expanded technology course offerings by funding full-time technology teachers for both the elementary and secondary schools
  • Added high school baseball, track, and wrestling programs to the secondary school

District Strategic Plan

Clarity of Vision: 2020

Implement the District Instructional Initiatives by focusing on curriculum alignment, research-based instructional strategies, and frequent progress-monitoring to generate data to inform remediation and enrichment. Moving forward with next steps of effective teaching by increasing rigor, engagement, and differentiation.

  • STAR grades K-9, 90% of students will achieve grade level achievement in reading and
  • NWEA for grades K-2, 90% of students will achieve at or above the 50th percentile (grade level) in reading and
  • CMAS for grades 3-9, students will achieve at or above the state average in English Language Arts, math, science, and social
  • CMAS for grades 4-9, students will show growth at the 57thmedian growth percentile (MGP) in each grade in English Language Arts and
  • SAT for grade 11, students will achieve a 1000 composite score (or the 50th percentile) as a group
  • Seniors will have a 100% four-year completion rate for graduation.
